Undine was once considered a possible second state for aisling citizenship in Deoch 5 before a vote by aislings ultimately choose Rucesion. Over a century later, Undine citizenship was granted to only one aisling: Master Ranger Ishikawa.
It is not possible for other aislings to become Undine citizens at his time. Curiously the awakening point for Undine citizenship is not in Undine itself, but rather in neighboring Suomi at the Suomi Inn.
